The Imperial Council Chambers are the public forum in which the Imperial Council members discuss and debate matters of policy. Non-members can view the proceedings in the Imperial Council, but they cannot directly participate (post).
In addition, the Imperial Council can enter a special executive session. Such discussions are held in a special sub-forum that is completely private and cannot be viewed by other players.
